Can I Rent Out My Home in Turkey on Airbnb? Permit Eligibility Check

Since 1 January 2024, renting out a home in Turkey for 100 days or less at a time requires a permit from the Ministry of Culture and Tourism. It makes no difference whether you rent on Airbnb, Booking.com or your own website. In 2026 the fine for renting without a permit starts at 180,617 TL per home.
Who can get a permit is set by Law No. 7464 and its regulation: the title deed, the consent of the other unit owners, the size of the home and its safety equipment. The check below applies these rules to your situation in a few questions and shows which article each result is based on.

Permit check: the rules
- Every home rental of 100 days or less at a time requires a permit from the Ministry of Culture and Tourism. (Law art. 1, 3/1)
- Permits are only issued for homes registered as residential on the title deed (or with a residential building registration certificate). (Law art. 2/e; Regulation art. 5/2-c)
- A tenant cannot rent out the home they rent for short stays. (Law art. 3/7)
- No permit for rooms; the home is always rented as a whole. (Regulation art. 6/6, 10/2)
- In apartment buildings and complexes, a notarised unanimous decision of all flat owners in the building is required. Not needed for detached homes, timeshares and residences whose management plan allows it. (Law art. 3/3, 3/10; Regulation art. 5/4)
- A fire extinguisher, smoke detectors and an information card are mandatory; at most 12 guests at a time. (Regulation art. 9/1)
- Applications are made through e-Devlet; the permit number is shown in listings and the plaque is put at the door. (Law art. 3/1; Regulation art. 5/1, 9/2-a)

The Three Most Common Obstacles
- Owner consent. In an apartment building or complex you need a notarised, unanimous decision of all unit owners in the building. If a single owner objects, no permit is issued. Detached homes and timeshares are exempt, and so are serviced residences whose management plan allows short-term rentals.
- The title deed. Permits are only issued for homes registered as residential. The temporary permit for detached homes without a residential title ended on 31 December 2024.
- Tenants. You cannot rent out a home you are renting yourself on Airbnb. The fine is 180,617 TL per contract.
Once You Have the Permit
The permit number must be shown everywhere you advertise the home: in your Airbnb and Booking.com listings and on your own website. The Ministry's plaque goes at the entrance, guests' identities are registered with the authorities, and the home is inspected at least every two years.
