How big are short-term rental fines in Turkey in 2026? What renting without a permit costs and how to get one
· Hostopus · 6 min read
Since 1 January 2024, renting out a home in Turkey for 100 days or less at a time requires a permit from the Ministry of Culture and Tourism. In 2026, short-term rental fines in Turkey start at 180,617 TL for every home rented without a permit. If you keep renting without one, the fine rises to 903,088 TL and then to 1,806,177 TL. It makes no difference whether you rent on Airbnb, Booking.com or your own website.
Every amount and rule here comes from Law No. 7464, its regulation and the amendments published in the Official Gazette. The sources are listed at the end.
Is short-term renting legal in Turkey?
Yes, with a permit. Law No. 7464 makes short-term rentals subject to a permit. In some cases a permit cannot be issued at all, so renting stays off-limits:
- A home you rent yourself. You cannot rent out a home you are renting to live in. The fine is 180,617 TL per contract.
- A room in the home you live in. No permit is issued for one or more rooms of a home used as your residence.
- No consent from the other owners. In apartment buildings and complexes you need a notarised, unanimous decision of all unit owners in the building. Detached homes and timeshares are exempt.
- Long-term contracts used as a workaround. Renting the same home more than 4 times within a year on contracts of over 100 days each is also fined: 1,806,177 TL.
Short-term rental fines in Turkey for 2026: all amounts
The amounts in the Law are raised at the start of every year by the revaluation rate. The amounts that apply in 2026:
- Renting without a permit, first finding: 180,617 TL per home and 15 days to obtain a permit.
- Still renting without a permit after 15 days: 903,088 TL and another 15 days.
- Continuing after that: 1,806,177 TL.
- A tenant renting the home out for tourism: 180,617 TL per contract.
- Acting as an intermediary for an unpermitted home: 180,617 TL per contract.
Fines for renting without a permit are imposed by the local governor (vali or kaymakam) where the home is located.
How the fines add up
Fines are counted per home. Someone with 3 unpermitted homes faces 3 × 180,617 = 541,851 TL at the first finding. If one home goes through all three stages, the total is 180,617 + 903,088 + 1,806,177 = 2,889,882 TL. So if one of your homes has no permit yet, keeping it closed in the calendar until the permit arrives is the cheapest option.
Fines that apply after you have a permit
The Ministry can also fine permit holders:
- Not sending information or documents the Ministry requests within 30 days: 90,308 TL.
- Not reporting a sale or transfer of the home within 30 days: 90,308 TL.
- Not presenting proof of tourism levy payment: 90,308 TL.
- Misleading listing, or giving the home for less time than the contract states: 180,617 TL.
- Not handing over the home as agreed: 180,617 TL; 361,235 TL if the payment is not refunded within 15 days.
- Not displaying the Ministry's plaque at the entrance: 180,617 TL; 903,088 TL if it is still missing after 15 days.
- Home failing the required standards at inspection: 180,617 TL and 15 days to fix; if still not fixed, the permit is cancelled.
Inspections take place at least every two years, starting with a document check. If several homes are on one permit, some violations such as a misleading listing or missing standards lead to a single fine for the same breach (amendment of 25 November 2025). Reporting guest identities is a separate obligation under Law No. 1774.
How to get a short-term rental permit in Turkey
The official document is called the izin belgesi (permit certificate). Some people call it a licence ("ruhsat"), but the regulation uses that word in only one case: if you apply for more than 5 homes in the same building, you also need a business opening and operating licence.
- Apply on e-Devlet. Paper applications are returned without being processed.
- Documents: ID, a current title deed record, in an apartment building or complex the notarised unanimous decision of all unit owners, and written consent of any co-owners.
- Timing: applications are decided within 60 days, and an on-site check follows within 30 days of the permit being issued.
- Required in the home: a fire extinguisher, a smoke detector in every room except bathroom and toilet, and an information card with the building rules and exit routes.
Are you at risk of a fine? Take the check
To see in a few questions whether your home can get a permit, take the permit eligibility check. It asks about the title deed, owner consent, capacity and whether you are a tenant, and shows which article each answer is based on.
Why it gets harder with more homes
With one home, getting the permit number once and adding it to your listing is easy. With more homes, each one has its own permit number, plaque and inspection date. Since the amendment of 10 October 2025, article 9/2-a of the regulation requires the permit number to be shown legibly wherever the home is advertised. That means checking the number separately on your Airbnb listing, your Booking.com listing and your own website. A missing number on one listing gets harder to spot as homes and platforms add up.
In Hostopus, your permit number shows on your website
When you build your own booking website with Hostopus, you can fill in a Permit number field for each home in the Content step, and change it later under Site settings → Homes. On that home's page, a "Permit no." line appears at the end of the Location section for guests to see. The number is stored with the home, so it is already filled in if you delete the site and build it again. The field is optional and you enter the number yourself; check separately that it is visible on your Airbnb and Booking.com listings.
In short
In 2026, renting short-term without a permit costs 180,617 TL per home at first and up to 1,806,177 TL if you continue. Start by checking whether your home qualifies, apply on e-Devlet, and show the number everywhere you advertise the home. If you want to manage your permitted homes on Airbnb, Booking.com and your own website from one calendar, you can try Hostopus free for 60 days.

All amounts are calculated from the official texts only (in Turkish): the amount in the Law × 1.4393 (2024 rate, applied in 2025) × 1.2549 (2025 rate, applied in 2026), dropping fractions of a lira at each step (Misdemeanours Law art. 17/7). The amounts will rise again with the new rate at the start of 2027.
